摘要: The RAND Institute for Civil Justice has been conducting research on auto insurance issues since its inception in 1979. A large proportion of these studies have focused the effects a no-fault or choice system costs compensating individuals injuries sustained automobile accidents. This report looks at policy question from different angle: It investigates possibility that lowers incentive to drive carefully and so increases accident rates along with cost insurance. Contrary some earlier research, this finds no evidence U.S. states' adoption between 1971 1976 increased their fatal rates. also correlation presence state's overall rate driver negligence. author concludes while reasons may exist oppose concept insurance, effect behavior accidents should not be among them.
