摘要: Research on the implementation of criminal justice reforms, such as sentence guidelines, determinate laws, and no plea bargaining policies, has proliferated in recent years. This research raises a variety concerns about how one should evaluate effectiveness policy innovations. We deal here with recurring issues evaluation innovations, including problem specifying goals against which to measure "effectiveness," need interpret findings light theories courts operate, importance choosing appropriate time periods conduct or studies.
