摘要: This paper highlights a risk-based decision-making framework on basis of probabilistic risk assessment (PRA). Its aim is to enable stakeholders transport infrastructures systematically and effectively allocate their limited resources consequently improve resilience when facing the potential terrorist attack. The attack affects inter-operation transportation including airports rail stations, regional economy, imposes additional costs security or any countermeasures. novel thus established in order model system, consider multitude threat scenarios, assess decisions choices taken by aggressors during various stages has capability identify state partial neutralization, which reveals losses incurred could not reach primary target. In this study, an underground railway station interconnected international airport been used as case study demonstrate effectiveness framework. By rigorous variety four countermeasures that minimise are proposed: screening passengers observation techniques (SPOT), surveillance increase cargo rate, blast-resistant containers. cost efficiency employed determine most suitable value measures equal cost. Note ongoing research still needed establish better since there no end creativity terrorists. new technology, such wireless sensors, will play important role system future. particular, help insurance industries manage profiles at critical infrastructure.
