摘要: This article analyses the representation of selected countries (EU-27 and five influential "forest states") to international forest-related negotiations by national utilitarian vis-a-vis conservation-oriented ministerial bureaucracies. It is hypothesised that due bureaucracies' informal goal gaining maintaining responsibility over political issues, mainly ministries agriculture including forestry environment are competing for task representing states in forest forest-environmental negotiations. A survey design based on a semi-structured questionnaire was used study bureaucratic United Nations Forum Forests (UNFF) Convention Biological Diversity (CBD) between 2000 2011. The results show processes under types bureaucracies rather increasing, while role conservationist declining. Likewise, roles foreign affairs economic declining, hybrid organisations agriculture/environment were observed being strong increase. Under CBD vast majority responding represented environmental bureaucracies, agricultural ones played marginal role. In contrast, UNFF agricultural, agricultural/environmental approx. equal shares.
