摘要: Unprecedented global challenges demand all-encompassing modification of societal realms to ensure life support functions and human development. In the absence adequate responses climate change at a level need for place-based adaptation, local governments are gaining increasing attention govern implement solution options foster sustainability transitions. this context, importance ecosystem-based adaptation is increasingly recognized as multi-benefit approach. Related solutions utilize ecosystem services tailor contextual features have ability harmonize coupled human-environment systems. While there an urgent mainstream contribute transitions, it has yet not been implemented systematically research on how authorities can best integrate new approach into their core work remains vague. Against background, purpose study increase knowledge potential ways mainstreaming municipal planning. I investigate three Swedish coastal municipalities (Malmo, Helsingborg, Lomma) examine, according vertical horizontal integration processes, key characteristics strategies. Results show that departments sections mandated natural conservation concerns, advanced most strongly. strategies depend largely dedicated administrative staff, politicians substitute missing guidance from national by promoting particular activities. Although service planning jointly establish conceptual foundation practically activities widely separated utilization nature rarely comprehensive. Finally, elaborate argue provide promising avenues initiating transitions integrating governments.
