摘要: Recent years have witnessed the emergence of anew policy style within E.U., characterized by voluntary transfer between member states and soft instruments including exchange best practice, targets, benchmarking national league tables. This article examines how these methods been used gender mainstreaming advocates evaluates impact this strategy to-date upon E.U. policy-making procedures outputs.
