Municipal thematical and territorial indicator systems for sustainable socio-ecological coastal governance

摘要: Abstract . There are recognized in Latvia the lack of locally based coastal socio-ecological research knowledge and its interpretation into municipal safety development planning from one side as well also only land-side oriented separate sectorial interests municipalities’ governance/planning practice other side. Coastal governance problems solution at local level to be seen both ends cycle – situation evaluation (e.g. science) policy design implementation Overall objective is create, apply/test use applicable interface system for integrated science transfer management, so developing whole flexible (ICG) cycle, esp. level, but coping with vertical integration national international levels, horizontal sectors. ICG complex has been started develop step-wise during realization various projects particularly by designing testing complementary thematical territorial approaches indicator systems (IS). Approaches were applied different cross-sectorial IS (coastal, climate change governance, risk etc.) and, interrelatedly, eventual IS. was designed implemented Sustainable proposal Saulkrasti municipality, being used now supervision mandatory long term document - Development Strategy. Further proposals indicators observatory sea-land border area administrative territories developed, respecting all types components highly specific Baltic Sea region area.
