摘要: This study examines individual-level citizen participation in the notice and comment component of federal agency rulemaking. It focuses on characteristics individual participants ascertained through a survey mailed to 400 actual commenters. Survey data is used evaluate representativeness these general public. Also, compatible rulemaking with democratic ideals liberty, equality, fairness evaluated, along potential consequences proposed reforms.
