摘要: As is well known, infrastructure very important to people's living and manufacturing activities. And investment has become a big deal that related the healthy development of town's society economy. The with high operational-degree can be realized through marketization. However, for low operational-degree, government always its subject. Especially overflowing governments will take countermeasure invest in together usually satisfy each administrative region's demand. Because this kind less or even no cash flow, so it may much proper substitute "investment" word "cost" here. In process cooperation, there exists game between around allocation viz. cost, relation cooperative game. face unbalanced requirements levels, order promote realization investment, how allocate cost among participating effectively? This paper answered question. Firstly, provided basic statement problem. On basis analyzing several methods game, chose NSCG method based on separable inseparable as paper. Then, put forward deeply by using cost. At last, simulated application an example. We hope research benefit practice.
