摘要: Participation of the public and stakeholders in river basin management is increasingly promoted because it expected to improve resource enable participants engage freely equally (support democratic processes). Three overlapping interacting mechanisms by which participation enhance are outlined: (1) providing space for deliberation consensus building better quality decisions, (2) mobilizing developing human social capital decisions their implementation, (3) raising legitimacy facilitate implementation.
