摘要: Abstract This paper assesses the views of various environmental groups on access control in fisheries, as stated documents prepared by these groups. The range from outright opposition to tentative promotion. Differing definition conservation, appropriate make-up fishing industry and likely with without control, nature property rights for fisheries are highlighted. An important aspect last issue is concern over potential ‘takings’ problems under Fifth Amendment US Constitution when management imposed rights-based regimes.
