IDNDR objectives: French technical sociological contributions

摘要: During the International Decade for Natural Disaster Reduction (IDNDR), French IDNDR Committee developed specific actions in Overseas Territories order to complete already carried out by Ministry of Environment and Home Office. First, a “white paper” was produced working groups, setting an inventory state natural hazards prevention preparedness policies both France Territories. In 1992, faced with difficulties handling serious flooding, set up Assessment Authority Hazards Policy, involving most members Committee. This policy worked over three-year period approach that at once technical, sociological, economical, legal. The recommendations proposed were based on three principles: (1) adopting patrimonial safety; (2) viewing regional planning terms land uses risk environment harmonizing various public applying region; (3) organizing debates so concrete issues can be discussed directly concerned people.
