Modeling sustainable groundwater management: packaging and sequencing of policy interventions.

摘要: Of the many studies estimating effectiveness of policy reforms most have been considering various types in isolation from each other. Such pattern has also case water resource regulations. In groundwater almost all interventions considered literature implemented individually, without taking into account possible interactions and impacts among them. this paper, we focus on two instruments: quota uniform tax. The paper demonstrates how packaging sequencing sets interventions, with triggers to initiate their time implementation, may be more effective achieving a sustainable management than single policies when environmental externalities exist. instruments are applied Western la Mancha aquifer Southeast Spain, major that is managed by command control approach.
