摘要: Groundwater management policies will need to be revised in many Mediterranean countries, light of the impact climate change and increasing demand for water. In this paper, we analyze stakeholder perceptions three groundwater policy scenarios which respectively assume a strengthening state intervention, introduction market regulation mechanisms, transfer responsibility farmers. The method consists organizing scenario workshops with experts, institutional representatives, It is applied two case studies France Portugal. From methodological viewpoint, research demonstrates farmers' ability contribute an exploratory assessment possible future water scenarios. viewpoint it clarifies expectations concerning State intervention self-regulation by also provides some insights regarding acceptability tradable permits European contexts.
