摘要: The mainstream of contemporary flood frequency analysis (FFA) qualifies neither as a hydrological science nor an engineering discipline. It is not because it does analyze the frequencies floods — merely postulates that records are random samples from simple probability distributions. discipline pays most attention to, and exerts energy on, formal polishing concepts which crude by their very nature whose basic assumptions, have overriding influence on design parameters, arbitrary dictated expediency rather than scientific knowledge. At best, much just part small sample theory in disguise, term “flood” being used name for numbers employed; at worst, pretentious game draining resources both hydrology research, cheap opportunity to satisfy need academics publish papers supply easy topics graduate students who know little beyond elementary statistics, theory, computer programming.
