摘要: Abstract Long distances, sparse infrastructure, and adverse environmental conditions make the offshore emergency preparedness system in High North a big yet unsolved challenge. This applies particular to personnel transport between onshore bases facilities, which is usually conducted by helicopters. One of issues be solved sufficient coverage with response units (RUs) this infrastructure environment. paper proposes an answer issue using sound logistical concepts, involves connecting operations preparedness. A mathematical model introduced that combines routing covering problem. On one hand, shortest possible helicopter routes locations are sought, subject being within area covered deployed RUs. other those RUs placed so contingent ditching at any point on chosen can handled given time limits. The combination forms trade-off, gives decision maker freedom balance minimization operational costs related route distances long-term from capacity requirements. computational method reduces find solution allows makers solve real life instances presented. Computational experiments proposed model, based prospective production sites Barents Sea.
