摘要: Reducing Emissions from Deforestation and forest Degradation (REDD+) is critical in efforts to mitigate the effects of anthropogenic climate change. Despite uncertainty about exact form a future, international REDD+ system, carbon property rights would need be created allocated with liability assigned for potential loss benefits event reversal deforestation. This commentary explores links between liability, different policy options their implications permanence. Should national governments retain permanence then project-level activities that have individually-assigned may higher risk than policies where are state. Knowledge pre-existing necessary some implemented government-assigned order compensate income losses implementation.
