摘要: Abstract The discussion of whether, and to what extent, telecommuting can curb congestion in urban areas has spanned more than three decades. This study develops an integrated framework provide the empirical evidence potential impacts home-based on travel behavior, network congestion, air quality. In first step, we estimate a adoption model using zero-inflated hierarchical ordered probit determine factors associated with workers’ propensity adopt telecommuting. Second, implement estimated POLARIS activity-based simulate changes activity-travel patterns congestion. Third, MOVES mobile source emission simulator Autonomie vehicle energy are used vehicular emissions fuel use as result this policy. Different policy scenarios then tested proposed platform. We found that compared current baseline situation where almost 12% workers Chicago region have flexible working time schedule, case when 50% time, reduce total daily miles traveled (VMT) hours (VHT) up 0.69% 2.09%, respectively. Considering same comparison settings, greenhouse gas particulate matter by 0.71% 1.14%, summary, our results endorse fact specifically during rush hours.
