US EXPERIENCE WITH EMISSIONS TRADING

摘要: Although the EU’s CO2 Emissions Trading Scheme is now by far world’s largest, US has distinction of having provided seedbed for public policy experiments with emissions trading. Various forms trading were introduced into Clean Air Act in 1970s; but a widely recognized success, lead-in-gasoline phase-down program, did not occur until mid-1980s. Soon thereafter proposals put forward both national cap-and-trade program to control acid rain precursor and similar (RECLAIM) Los Angeles air basin deal persistent local pollution. The Northeastern NOx Budget Program followed late 1990s, as well several other programs, among them Chicago VOC (volatile organic compounds) program. Finally, mercury significant tightening existing SO2 caps under Interstate Rule (CAIR) are offing. Most programs implemented date have been considered successful, all.
