Greenhouse gas emissions trading in U.S. States: observations and lessons from the OTC NOx Budget Program

摘要: A number of U.S. states are considering market-based policies to reduce emissions greenhouse gases (GHGs). The experience gained from trading for sulfur dioxide and oxides nitrogen (NOx) offers a useful body information data draw on design GHG system. This report examines NOx under the Ozone Transport Commission (OTC) Budget Program, which resulted principally leadership, decisions, actions by group states, ultimately becoming first multilateral cap-and-trade system air pollutants. 72 refs.
