System and method for connection control in mobile communications

摘要: In a mobile communications network (12), cell-clusters (45) are defined to include multiplicity of cells (21). Wireless connections within the (12) classified based on actions taken for when radio congestion state is encountered. A cell-cluster controller controls admission new cell-cluster, and admits or rejects calls (1) number existing each class in (2) traffic characteristics including call holding time hand-off rate class, (3) quality service (QOS) requirements (4) policy scheduling sharing different classes at base station cell-cluster.
