摘要: Effective planning is critical to electricity industries due its role in investment decision-making regarding generation, network and demand-side resources complex changing circumstances. This paper expresses the institutional arrangements Australia's National Electricity Market (NEM) terms of a model. Planning was until relatively recently performed centrally. shows what current are: many ways dispersed as part industry restructuring. It identifies efforts that have been required over time address some resulting challenges. Existing frameworks from literature are adapted used assess NEM with focus on contribution Federal Government's Energy White Paper.
