摘要: Technical progress is at the heart of economic growth and development. New or improved technology can be achieved through own research innovations absorption adaptation foreign technologies. To facilitate such technical requires a complex system supporting institutions good policies. This paper analyzes innovation policies in three small open economies: Finland, Sweden Singapore. All economies have transformed from depending on raw material intensive labor-intensive production to highly competitive with relatively high degree technological knowledge. We find some common determinants transformation, as large investments physical human capital importance political crises forcing policies, but there are also many country specific aspects that been crucial different countries.
