Towards an efficient innovation policy in Latin America

摘要: Innovation has emerged as a central theme on the growth agenda of Latin America. This paper examines four issues. First, how can we know if America really an innovation problem that is behind its weak total factor productivity performance? Second, what do mean by and are dimensions it in which region exhibits weaknesses? Third, does recent experience literature suggest for principles broad policy measures to foment innovation? Fourth, there any linkages between these weaknesses equity? Since even Organisation Economic Cooperation Development (OECD); little consensus specific policies governments should implement, less their suitability developing countries, this attempts organize thinking around some basic offer suggestive rather than advice.
