摘要: Several countries are striving to ensure adequate long-run disposal space for low-level radioactive waste (LLRW). In the United States, Low-Level Radioactive Waste Policy Act of 1980 and its 1985 amendments comprise a menu incentives penalties designed motivate construction regional LLRW facilities—the operating premise. Congress wished intervene in marketplace bring about more equitable solution management problem. Some investigators forewarned years ago that federal law was both inefficient inequitable. Additionally, however, has proved ineffectual, as only one new facility emerged (at Clive, UT) created outside incentive structure. This article (1) provides an argument why subsequent failed elicit system facilities it envisioned, (2) complements this with comprehensive model management.
