摘要: This paper describes an alternative, rights-based approach to the economic problems of fisheries management and governance. The is based on concept a Virtual Population (VP), which provides alternative way define use rights in fishery system. Included comparison harvest rates under VP regime, "sole-owner," open-access regimes. In comparison, solution more efficient than open access can that sole owner. More importantly, our opinion, contains higher degree local control over issues such as concentration ownership and, unlike some community-based systems, explicit, decentralized incentive for conservation. It also built-in mechanism end-of-year conservation absent from individual transferable quotas (ITQs).
