摘要: The introduction of individual transferable quotas (ITQs) into a fishery is going to change not only the amount catch fleet can take, but often also changes structure, particularly if total allowable catches are decreased. This have an impact on economic, social and environmental outcomes fisheries management. Management Strategy Evaluation (MSE) modelling approaches recognised as most appropriate method for assessing impacts management, these require information how fleets may under different management systems. In this study, we test applicability data envelopment analysis (DEA) based performance measures predictors fishing might ITQs at levels quota. particular, assumption that technical efficiency capacity utilisation suitable which boats likely exit fishery. We consider scale alternative predictor. apply Torres Strait tropical rock lobster transitioning ITQ-based system one sector results indicate utilisation, reasonable indicators who remain in post ITQs. find use estimate lower quota provides consistent size estimates aggregate level, vessels predicted dependent measure used.
