Measuring the progress towards a resource-efficient European Union under the Europe 2020 strategy

摘要: Abstract Resource efficiency is an essential priority of the Europe 2020 Strategy, which under Flagship Initiative for a resource efficient calls shift towards resource-efficient economy. In this context, indicators and composite indexes could be useful in order to evaluate progress European Union objectives Roadmap Efficient Europe. This paper benchmarks 28 members based on index, namely Resource-Efficiency Capacity Index. The index calculations 29 indicators, are grouped three dimensions. first dimension EU-28 according promotion waste recycling, support research innovation implementation environmental taxation. second EU energy residential buildings third development more sustainable transport modes. dimensions aggregated final ranking. results indicate that Denmark received highest ranking with value 3.35, followed by Sweden (3.22) Finland (3.13) 2013. establishment effective policies necessary member states lowest scores Index: Slovakia (1.8), Malta (1.92) Poland (1.93). Although has made considerable issue last decade, many actions should still faced increase inform about concept life-cycle thinking make attractive system public passenger transport, or buildings, among others.
