摘要: This special issue examines the process of implementation, change and adaptation Incident Command Systems (ICS) as a strategy for mobilizing managing disaster operations in comparative perspective, focusing on ICS practice United States, France, Netherlands Norway. Shorter essays present perspectives from China, Japan New Zealand.The question is whether there distinctive organizational framework that recognizable all countries ICS, or general set principles organizing emergency response has generated varied ICSs they have been adapted to different operational contexts, resources, training procedures personnel.
