摘要: Building “disaster-resilient” rather than “disaster-resistant” cities/communities requires the development of response capabilities to natural disasters and subsequent recovery. This study devises a new method measure resilience via recovery capability validate indicators from social, economic, infrastructural, environmental domains. The pollutant discharge data (waste-water waste-gas discharge/emission data) local power plants, sewage treatment plants main factories were used monitor process both people’s living industrial production as waste water/gas is released irregularly during short disaster-hit period. A time series analysis such was employed detect disturbance on these infrastructures assess community capability. recent record-breaking flash flood in Changzhou, city eastern-central China, selected case study. We ordinal logistic regression identify leading proxies resilience. combination six variables related socioeconomic factors, infrastructure environment, stood out explained 61.4% variance measured These findings substantiate possibility using measurement based metrics, contribute more solid evidences for policy-makers urban planners make corresponding measures enhancement.
