摘要: The local self-government system in Estonia is characterised by a notable fragmentation and low capability of smaller units to grant public services. Local-government reform has been subject discussion for two decades already, yet meaningful consensus remains be reached. OECD report about the governance recommended developing cooperation between entities, emphasising that successful will serve as prerequisite administrative later on. present article analyses legal bases administration practices different countries, outlining also limits models well restrictive factors deriving from Estonian area. authors look into possibilities implementing compulsory area offer some possible solutions constructing models.
