摘要: Partnership is an idea whose time has come. It been a prominent instrument of EU regional policy since 1989, requiring as condition funding that member states establish partnerships in each assisted region to oversee spending decisions. Over time, the requirement become more precise ensure participation not only state actors from various territorial levels, but also non-state actors. Using political sociology approach instruments, this article considers creation and development partnership analyses key debates issues have informed its evolution. argues while generally presented technical device aimed at improving decisional efficiency effectiveness, it highly with very different purposes effects contexts.
