摘要: Abstract When climate change policies are implemented in practice, they travel through the hands of a range practitioners who not only mediate but also potentially transform interventions. This article highlights role group actors whose practices have so far received little attention study governance, namely public servants responsible for everyday implementation national and associated programmes on ground.
