摘要: In this paper we build on an expanding literature that attempts to understand the changing organizational and institutional dimensions of contemporary urban governance. We do so by utilizing Cleveland Housing Network as a lens through which salient characteristics governance become visible. Doing enables us highlight distinctive challenges multi-institutional nature arrangements “heterarchic” in particular. These situate mediating organizations central components arrangements. Finally, focusing organization's leaders, demonstrate are usefully thought institutionalized forms “social skill” entrepreneurs.
