摘要: Environmental impact assessment, as it has been practised generally, is limited in several ways. Two characteristics are cause for particular concern. The first that a reactive process, rather than representing proactive approach to environmental management. second the project-based often means combined effects of two or more developments overlooked. Concepts developed under heading cumulative change present some clues appropriate reform particularly with respect these failings.
