Notes on cumulative environmental change I : concepts and issues

摘要: Environmental impact assessment, as it has been practised generally, is limited in several ways. Two characteristics are cause for particular concern. The first that a reactive process, rather than representing proactive approach to environmental management. second the project-based often means combined effects of two or more developments overlooked. Concepts developed under heading cumulative change present some clues appropriate reform particularly with respect these failings. An analysis concept presented here and we discuss also general issues arise assessment change. latter include boundary issues, ecological response characteristics, monitoring, socio-economic evaluation.
