The results showed that most compliant regarding setting criteria, plan. Most included a single criterion was generally related population status target Improvement is required in relation identification current threats critical habitats, establishment basic elements monitoring evaluation measuring progress. Gaps ecological factors affecting adequate opposed managerial (e.g. clarity establishing implementation schedule, resource allocation). Planning deficiencies could be addressed by improving guidelines more carefully reviewing drafting adoption new plans.
