摘要: Abstract Most studies of the impact program evaluations have focused on utilization by administrators and staff. Very little attention has been paid to other important issues: (1) What differences are there between objective perceived effectiveness public programs? (2) role does media play in formation these perceptions? (3) How do factors such as elites characteristics affect way which programs perceived? In conclusion, a conceptual framework major influence perceptions is presented.
