摘要: Abstract This paper identifies an overarching strategy that consultants can use to focus institutional level development work: the zone of proximal (IZPD). The explicates IZPD concept following Vygotsky (1978) . case study distance education course in tertiary Bhutan illustrates six processes within supported successful implementation. Evidence showed consultancy had contributed institutionalisation change. Three implications for using are presented. is new literature.
