摘要: The Small Renewable Energy Power (SREP) Program was the premier policy mechanism implemented by national government to promote small-scale renewable electricity in Malaysia from 2001 2010. However, it managed meet less than 3 percent of its original goal 2005. This study investigates what happened. More specifically, using a qualitative semi-structured interview approach with data presented narrative format, answers following five questions: (1) What are primary energy and security challenges facing Malaysia? (2) were drivers behind SREP (3) major benefits arising SREP? (4) significant implementation? (5) lessons or insights does offer for design implementation more generally? We find that failed achieve targets due capacity caps, lengthy approval process, lack monitoring, exclusion stakeholders, few (if any) pre-feasibility studies. Other factors explaining poor performance include opposition utility Tenaga Nasional Berhad tariffs unmatched true production costs.
