摘要: Abstract Finland has enacted a Biobank Act that will come into force on 1 September 2013. is regarded as highly successful environment for medical research using population samples and data many reasons. One of the rationales behind new legislation was to solve problems due overly strict informed consent doctrine hindering access old asking multi-purpose consents. Yet although primary justification use biobank data, allows several unspecified future purposes. The guiding principles are promotion trust, equal samples, protection privacy, acceleration innovation activities, bringing activities under public scrutiny. To author’s knowledge, this first “all purpose” in Europe applied all biobanks one country.
