摘要: Abstract The existing legal and policy framework regulating water service provision in Greater Maputo, Mozambique appears fixated on the official areas. In doing so it inadequately addresses geographically varied modalities which characterise city. We argue that predominant does little to support development of improved services areas unserved by formal utility. Although ad hoc measures recognising small-scale providers as a temporary alternative utility have been implemented, these appear designed increase control over rather than delivery capacity providers.
