Nine government officials, three staff working Community Residents' Committees, 15 41 people interviewed effort understand impact challenges The findings showed that involvement provision system results integration resources, expansion coverage enhancement people's access services. However, several problems may impede These include purchaser-oriented rather than user-oriented provision, negative attitude towards services, inappropriate performance measurement, reliance non-government on funding ambiguous definition
