O planejamento nacional da política de saúde no Brasil: estratégias e instrumentos nos anos 2000

摘要: This paper discusses the national planning of health policy between 2003 and 2010, in light development state Brazil Lula's administration. Firstly an historical overview is presented key moments for planning, regarding its effects on care. The governmental context then described with a review strategies instruments over recent years. methodology involved bibliographic documental - including Multi-year Plans, National Health Plan, Pact More program considering their intention, contents processes. results indicate that has been condensed order to enable better direction policy. Two federal were identified: 2006 managerial participative line was followed; 2007 kept allied effort tie model. Despite advances, displayed limitations, such as: restrictions financing, which compromised execution plans; failure tackle structural problems care system; fragile territorial organization.
