摘要: Abstract The article discusses the implementation of Russia's international fisheries agreements in country's northern fishery basin, focusing particular on activities undertaken by public authorities and target groups. In post-Soviet period, three features stand out: diffusion management responsibility, degeneration performance reduction compliance. established system has been challenged from different angles. A decline compliance followed partly fact that ‘newcomers’ are less fit for their tasks than traditional agencies, confusion following unclear division responsibility between ‘new’ ‘old’ bodies.
