摘要: Abstract In a time of increasing globalisation and urbanisation, shrinking peripheral rural areas have become truly wicked planning problem in many European countries. Although can be easily perceived measured by various indicators, the precise definition is problematic. Based on case Danish process which was carried out collaboration with charitable trust, this paper discusses an emerging strategic approach at municipal level. We use concept problems, theory Actor-Network-Theory to study collaborative, place-based project-oriented directed concrete physical outcomes. frame as translation where interaction between human non-human actors translates unique, complex contested situation into innovated situation. find that local projects played major role process. First, they acted vehicle assembled planners, politicians stakeholders work towards visions across multiple scales. Second consequently, stimulated considerable second third order effects form shared problem-understandings, increased social capital, follow-up initiated beyond actual conclude projects, when conceived collaborative manner, contribute sustainable adaptation shrinkage.
