Urban rules were defined for area, urbanization intensification, extended dynamic degree, pattern. The research findings show that area speed was at medium level throughout entire HRB each province. Presently, formation whole agglomeration or system not complete HRB; displayed space-time disequilibrium tendencies during 1998–2013.
