摘要: Abstract The Center of Technology Assessment in Stuttgart (Germany) constructed four energy scenarios for the year 2005 and 2020 referring to German State Baden-Wurttemberg. All these are based on promise government reduce Carbon dioxide emissions by 25% 2005, there is a commitment 45% reduction 2020. These goals can be reached only if conservation measures waste utilization part policy structure. This paper describes group evaluation process scenarios. Major stakeholder groups such as unions, industry, public utilities others, were asked develop criteria evaluating they use perform multi-attribute process. Although with large amount heat received favorable ratings almost all groups, their chance being implemented was regarded rather unrealistic.
