Limits of governability: Institutional implications for fisheries and coastal governance

摘要: Abstract Drawing on some recent developments in so-called “interactive governance theory”, it is argued that fisheries and coastal basically a relationship between two systems, which could be termed “governing system” “system-to-be-governed.” The former system social: made up of institutions steering mechanisms. latter partly natural, consists an ecosystem the resources harbors, as well users stakeholders who form political coalitions among themselves. Obviously, we need to concerned with interaction governing system-to-be-governed, forms its own right. According theory, these systems share similar structural attributes: they are diverse, complex, dynamic vulnerable. In order for work must somehow compatible, mutually responsive. This not matter natural mechanism but institutional design by societal actors such legislative bodies, planning agencies civic organizations—alone, or concert. What conditions, mechanisms conducive creating better rapport system-to-be-governed? Before can start this discussion, rethink our basic assumptions what is, governors do, expect from governance. How do get where now want be? accomplish something other than instrumental, rational model. We “a technology foolishness” emphasizes experimentation learning doing.
