Direct count methods are still prominent because their non-invasive approach, information technologies can support such facilitating data collection allowing more efficient handling. This paper presents new framework using topological algorithm implemented ArcScript ESRI® ArcGIS software, which allows random selection sampling areas. It also supplies mobile phone application Android® operating system devices integrates Global Positioning System (GPS) Google MapsTM. The was tested 2 Italian regions. Coupling technological innovative solutions associated with common counting facilitate transcription. paves way future applications, could dog management systems.
