摘要: Policy makers, public administrators, the media, and others are celebrating “success” of latest version welfare reform, codified into law by Personal Responsibility Work Opportunity Reconciliation Act 1996. Most often, success is defined in terms declining case loads or some other economic measure—a practice that does not provide a true sense impact policy changes such as reform. Assessing human change requires more than evaluating outcomes; it knowing resources beneficiaries social services their conditions life from various perspectives. Thus, we must strive for greater understanding about sociocultural aspects people’s lives create whole person—aspects health, family friendship networks, housing situations, private support service program use, work, so forth. This how come to understand one’s quality life. The present research creates conceptual model illustrates using data follow–up study former recipients county northern Virginia.
