摘要: Policy makers, public administrators, the media, and others are celebrating “success” of latest version welfare reform, codified into law by Personal Responsibility Work Opportunity Reconciliation Act 1996. Most often, success is defined in terms declining case loads or some other economic measure—a practice that does not provide a true sense impact policy changes such as reform.
